About MAIL/ CDRRP- Climate Induced Disaster Risks Reduction Project:

Rural livelihoods in Afghanistan are threatened by the impacts of climate change, specifically those associated with climate-induced disasters. Total annual precipitation will decrease, with greater variety between seasons. This leads to increase in severity and frequency of climate-induced disasters such as flooding, drought, and landslides; resulting in loss of life, agriculture crops and livestock, and displacement of communities. Rural communities in Jawzjan and Nangarhar provinces have limited resources to invest in adaptation measures to reduce risks associated with these disasters.

The Adapting Afghan Communities to Climate-induced Disaster Risks project aims at promoting community-based and gender-sensitive adaptation to the impacts of climate change in the two provinces through implementation of activities under four complementary components: Firstly, the project will build capacities for decision-making on and implementation of gender-sensitive climate-induced disaster risk reduction measures. Secondly, community-based early warning systems will be established to improve monitoring and response to climate-induced disasters. The third component will introduce climate-resilient livelihood options within the target communities with focus on women, youth, and other marginalized groups; and construct climate-resilient habitats and shelters. Finally, the project will develop capacities of national and sub-national institutions to integrate climate change into development planning. The project is a joint intervention between MAIL and UNDP, and will be implemented by MAIL as part of the ministry’s Central Programme Office for Natural Resources Management (CPO-NRM). 

Job Description:

Summary:

Under the direct supervision of the National Field coordinator and Sr. technical specialist, the incumbent will perform the following duties:

Duties & Responsibilities:

  • Develop Plans for Sub-projects identification, assessment and prioritization for CDRRPs interventions including irrigation infrastructures and Agriculture Civil Faculties,
  • Make frequent monitoring visits to all districts under construction.
  • Report on the activities and inputs made through field engineering team in the respected provinces based on CDRRP Logical frame work,
  • Be responsible for all aspects of the CDRRP’s Engineering interventions within the respected Province, both technical and non-technical.
  • Capable of using all the quality control testing equipment’s required as per the project requirements
  • Prepare detailed monitoring and evaluation reports which identify strengths and weaknesses of both works carried out by contractors and the system of DID itself. Submit his/her report to Senior Engineer (project Management) for further action.
  • Conduct feasibility studies, survey and design of the selected irrigation schemes and other infrastructure projects considering standard/Norms of quality;
  • Make follow up on the findings and recommendation provided in the monitoring report prepared with contractors/CDCs
  • Directly responsible for checking of setting out as well as quality, quantity and cost control of the project at site.
  • Manage specified tasks independently, particularly in providing all necessary information of the project to the office team, contractors and CDCs on time.
  • Schedule and conduct regular progress meetings with contractors and CDCs at sites and prepare minutes.
  • Resolve technical problems at site and the certification of construction work at site.
  • Support local procurement activities undertaken in individual districts, with input and support from PMU’s project team.
  • Assist the Provincial Engineers (Project Management) with the preparation of monthly/quarterly progress reports for submission to field office and Main office.
  • Ensure sub-project implementation is in adherence to relevant guidelines, procedures and policies,
  • Coordinate the development of individual irrigation infrastructures and Agriculture Civil Facilities; and develop and maintain an up-to-date consolidated work plan for the respected province;
  • Make frequent monitoring visits to construction project sites located in all districts in respective province to make sure the projects are completed within contract duration, defined quality and approved budget.
  • Ensure the implementation of a quality assurance plan throughout the Province;
  • Organize and conduct Quality Audits of ongoing contracts within the respected province
  • Directly responsible for setting out, levelling as well as quality, quantity and cost control of the project and proper administration of contract at site. 
  • Arrange kick-off and follow-up meeting with contractors and Review project implementation schedule for each contract against contract agreements and initiate the contract extension process if required.
  • Monitor and coordinate the activities of Field Coordinator and Provincial Engineer to facilitate the achievement of sub-projects. This includes reviewing, verifying and analyzing work plans, progress reports and other relevant documents.
  • Perform QA/QC Checks, in accordance with standard procedures, method statements, quality plans, inspection and test plan to make sure that all materials used and work performed by the contractor works complies with agreed design drawing and technical specifications.
  • In addition to this, he/she is responsible to observe safety and environmental compliance.
  • Provide data in respect of variation orders and site instructions as well as identify problems and constraints if any, and provide technical advice to implementing agency for taking corrective actions in the field.
  • Prepare detailed monitoring and evaluation reports which identify strengths and weaknesses of work carried out by contractors. Submit his/her report to FC for further action.
  • Responsible for preparation, certifying and endorsement of installment bills based on measurement at site of the actual work performed by the contractor and ensure that the invoices are processed smoothly.
  • Manage specified tasks independently, particularly in providing all necessary information of the project to the construction team on time.
  • Resolve technical problems at site and the certification of construction work at site.
  • Assist in record keeping and generating progress report.
  • Prepare progress and financial reports and provides regular reports and presentations to relevant supervisor;
  • Promote exchanging ideas, lessons learned between the four provinces with respect to technical, social and considerations.
  • Perform additional task as required by Project management

Job Requirements:

  • Experience and Skills Required:
  • Bachelor’s Degree and (4) years of progressively responsible professional experience directly related to the field.
  • Experience working with government as a counterpart is an asset
  • Be able to conduct all relevant tests and design irrigation projects, verify design and implement design during construction.
  • Be able to design independently major intakes, canal, Water Diversion Dam, siphons, aqueducts, culverts, protection and retaining walls etc.
  • Proven knowledge and experience to use AutoCAD, Revit, and other related software etc.
  • Good understanding and ability to use Micro Soft Office and other required computer programs

 Qualifications required:

Bachelor’s degree in the relevant field.

Language Requirement:

Fluency in English, Dari and Pashto and is required for the post.
