Ministry of Agriculture, Irrigation and Livestock

 The Ministry of Agriculture, Irrigation and Livestock operates in four sectors and its tasks are to work on the growth and development of these sectors.

The Ministry of Agriculture has a second unit in each province and extension management in most districts.

 The ministry, through its second units, has the authority to assess needs, estimate and survey required projects, consult with the public, and decide on the growth of these four sectors.

 Duties and competencies of the Ministry of Agriculture are defined in the Regulation on the Duties of the Ministry of Agriculture, Irrigation and Livestock, based on Article 27 of the Law on the Main Principles of Formation and Duties of the Ministries of the Islamic Republic of Afghanistan.

 The goals of the Ministry of Agriculture in exercising its powers and performing its duties are to strengthen the Rule of law, sound leadership in the relevant departments, provide better services in the fields of Agriculture, irrigation and livestock, improve the recruitment process and implement administrative reforms.

  To this end, here in seven sections, the duties and competencies of the Ministry of Agriculture using the Regulation on the Duties of the Ministry of Agriculture, Irrigation and Livestock, which aims to identify and determine the duties and competencies of the Ministry of Agriculture, Irrigation and Livestock in the field of Agriculture, irrigation and livestock Animal Health, Forests, Wildlife, and protected and mechanized Agricultural areas.

  1. Duties and competencies in the Agricultural sector

 Using the budget effectively according to the needs of the beneficiaries.

 Introduction and promotion of improved seeds and production of new plant Breeds using farms and research groups of the Ministry of Agriculture in different regions of the country;

 Educating farmers in various fields of Agriculture,

 Solving the problems of farmers online freely all over the country, with the free Hotline 150.

 Build demonstration farms for peasants to encourage them to cultivate productive and m

modern Crops:

 Introduce modern cultivation methods, such as Trains, construction and promotion of Gardens with new systems,

 Creating and promoting the construction of dense Orchards for high yields of low land:

 Construction of modern, commercial and personal Gardens for peasants and citizens (with specified subsidiary)

 Promoting Vegetable production in different seasons of the year by creating Greenhouses for farmers;

 Supporting women interested in Agriculture and farming by distributing home Gardens:

 Annual production and supply of hundreds of thousands of seedlings for Green growth;

  1. Duties and competencies in the irrigation sector

 Planning and planning to receive funding in the irrigation sector;

 Construction of irrigation Networks;

 Reconstruction of irrigation networks;

 Construction of Basins;

 Construction of Warehouses;

 Reduce water Disputes;

 Increase Agricultural lands by providing more water;

 Promote water conservation;

 Construction of Drip Irrigation Networks to promote modern irrigation;

 Construction of solar energy irrigation networks to use renewable energy.

  1. Duties and competencies in the livestock sector

 Planning and planning for livestock growth;

 Production of vaccines to increase livestock immunity;

 Implementing vaccination campaigns for various animal diseases (and common disease between Animals and Humans)

 Educate livestock farmers to increase livestock immunity and increase livestock farmers' incomes;

 Supporting investments in the livestock sector (providing assistance to investors to build large poultry farms)

 Distribution of small and medium poultry farms to needy women;

 Distribution of beehives and training for beekeeping growth;

 Policy-making and consultation to protect the poultry industry (including banning the import of old chickens and preventing imports when outbreaks occur).

  1. Duties and competencies in the field of Natural Resources

 Planning and planning for the protection, Growth and development of Natural Resources;

 Establish and support forestry associations for forest protection;

 Establish and support pasture conservation associations;

 Creation of new forests (Pistachios, jellies, Walnuts and other trees);

 Distribution of seeds and roots of Medicinal plants to protect the generation of these plants, Such as Hinges, Licorice and other medicinal plants

 Protecting quicksand by planting turmeric seedlings to prevent more deserts;

 Construction of new forests to increase Oxygen production near Urban areas, such as the Kabul Green Belt.

 Launch joint surveys and consult with people

 Receiving public opinion and implementing the views of the beneficiaries in the Development programs of the Ministry,

 Awareness of how the effects and effectiveness of implemented projects,

Grounding the use of information and statistics in planning for effective use of project implementation,

 Launching large agricultural conferences for men and women to share experiences and share participants' perspectives with each other and the Ministry of Agriculture, Irrigation and Livestock.

 Other activities

 Introduction of agricultural products

 There are specific institutions for marketing domestic products, but the Ministry of Agriculture introduces agricultural products when necessary.

 Launching domestic exhibitions of agricultural products,

 Coordinating the participation of Afghan agricultural representatives in international exhibitions,

 Launching a peasant festival on the second day of each year.

 Implement laws, regulations, principles, reforms and administrative bills and seriously fight corruption

 Develop an anti-corruption action plan

 Full implementation of the anti-corruption action plan

 Prevent violations of laws and regulations,

 Full implementation of laws in different areas,

 Laying the groundwork for administrative reform,

 Full support for internal audit,

 Collaborate with the judiciary to bring transparency,

 Monitoring performance, and cooperating in monitoring and providing full access to information for relevant institutions,

 Provide information in accordance with the law on access to information and further cooperation with investigative reporters in the fight against corruption.

 Note: The Ministry of Agriculture, Irrigation and Livestock, when needed, with the cooperation and support of relevant institutions (Parliament, Ministry of Finance, etc.) is competent to implement some of these problems in the event of possible problems such as natural disasters, drought or other challenges.  Projects to review damages to prevent problems and start new projects to address the problems encountered.
